Innovation & Entrepreneurship Advisor @ UEFISCDI

Marius Mitroi is an Innovation and Entrepreneurship Advisor at the Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI), where he has been driving national strategy and policy initiatives since 2016.

With nearly a decade of experience shaping Romania’s research, development, and innovation (RDI) landscape, he focuses on fostering technology transfer, commercialization, and entrepreneurship at both national and regional levels.

Marius plays a leading role in the design and implementation of the National RDI Strategy and Implementation Plan 2021–2027, ensuring that innovation and entrepreneurship remain at the core of Romania’s development agenda.

He has coordinated strategic initiatives such as the Policy Accelerator Hub (in partnership with the National University for Political Studies and Public Administration) and the Accelerate Romania platform (accelerate.gov.ro), which serves as a resource for advancing innovation-driven entrepreneurship.

His work includes coordinating the landmark study “Sustainability and Innovation in the Romanian Entrepreneurial Ecosystem (2021)” and designing the Gender Equality Plan within UEFISCDI. As HUB Coordinator, he has overseen smart specialization processes across regions, guiding the entrepreneurial discovery approach to identify priority areas for investment and growth.

On the European stage, Marius led the Specific Support to Romania: Start-ups, Scale-ups and Entrepreneurship project, delivered in collaboration with the European Commission’s Joint Research Centre. This initiative produced concrete policy recommendations and resource-planning strategies to strengthen Romania’s innovation ecosystem.

With expertise spanning innovation policy, SME support, technology transfer, and responsible research and innovation (RRI), Marius is committed to building frameworks that help Romanian startups, scale-ups, and research organizations thrive in competitive global markets.
