Ioan is a strategic advisor, Nonresident Senior Fellow at the German Marshall Fund and former senior leader with NATO DIANA and the NATO Innovation Fund. A former Romanian government adviser on emerging technologies, he advises governments and dual-use tech founders on defense innovation, commercialization and transatlantic funding.
Ioan brings deep expertise in defense innovation, having served as senior advisor to NATO DIANA across 32 allied markets and on the founding advisory body of the €1 billion NATO Innovation Fund. Earlier in his career, he advised the Romanian government on AI governance and emerging tech frameworks, co-founded a cybersecurity venture and won the 2016 XPRIZE Visioneers competition.
Today, Ioan works with governments, venture investors and high-growth technology companies to bridge the gap between deep-tech engineering and institutional procurement. He specializes in dual-use commercialization, helping founders navigate sovereign defense markets, scale across allied borders and secure institutional capital.
